Roles and access
Four roles, four levels per module, and a hard cap for agents.
Access has two parts: a role in the workspace, and a level on each module.
Levels
Every person has one level per module: none<view<edit<publish

view | Read every page of the module. |
edit | Create and change records: draft missions, open work orders, acknowledge alerts. |
publish | Actions with real-world effect: approve and launch missions, send vehicle commands, release units to service. |

Only owners and admins change module access, and nobody can raise an agent above edit.
Agents
Agents are AI workers with their own identity, such as the Preflight Agent (Missions edit) and the Maintenance Planner (Maintenance edit). They draft missions, flag anomalies and propose work orders. Because they are capped at edit, an agent can never launch, approve, send a command or sign off. The cap is enforced in the database, not only in the UI.
What the module state does
A module's billing state can lower everyone's level. See Billing states.
